Effective November 30, 2009, Washington canceled its continuing education reciprocal agreements will all other states. This means that, after that date, Washington L&I no longer allows credit for CEU classes taken, or given credit for, in other states, unless the class provider has registered and reports its classes with WA L&I. Credit will be given for all eligible reciprocal continuing education classes completed prior to November 30. They have also changed First Aid/CPR CEU credit to a maximum of 4 hours and all new and renewed classes are now allowed a maximum of 12 hours of CEU credit.

While some states still accept electrical CEU classes registered in WA towards their license CEU requirements, there is no guarantee how long this will continue. We have now registered our CEU classes with Alaska (not all are AK approved – see class list) and Oregon, which has a formal CEU reciprocity agreement with Montana and Idaho. It is not feasible for us to register and report our classes to all the states previously included in the continuing education reciprocal agreements. Individuals who need CEU credit for other states should check to see if the state(s) will still honor WA CEU classes. If not, they should look at taking online CEU classes from NJATCU/BlueVolt which are set up to report to most CEU states.

The Electrical Program of the State of Washington requires electrical administrators, electricians or master electricians to take 24 hours of continuing education course work (CEUs) in the three years between certification (license) renewal, of which 8 hours of CEUs must be on currently adopted National Electrical Code changes and 4 hours must be on currently adopted Revised Code of Washington (RCW) 19.28 and related Washington Administrative Codes (WAC).

Electrical trainees are required to have 32 hours of Electrical Basic Classroom training per 2 year trainee license renewal cycle. This will increase to 48 hours on July 1, 2013. This requirement does not apply to trainees who are registered electrical apprentices.

We offer approved CEU classes to our members and the general public. The classes are held at the JATC Training Center at 306 Anderson Road, Mount Vernon; the offices of IBEW Local Union No. 191 at 2701 Hoyt Avenue, Everett; the Wenatchee Valley Tech at 327 East Penny Road, Wenatchee or the Industrial Electical Technology Building at Big Bend Community College in Moses Lake. All classes shown on the calendar are held at the Mount Vernon Training Center, unless otherwise noted. Wenatchee area classes are scheduled on a monthly basis, based on need. Please check our online course calendar or contact the Wenatchee offices of IBEW Local Union No. 191 at (509) 663-1163 to find out about current course offerings in that area.

There is no tuition cost for IBEW construction members. Classes are available to non-members at a tuition cost of $7.50 per clock hour (for example: 8 hour class = $60.00). Certain classes, requiring a significant amount of investment by our Trust fund, are limited to IBEW members and signatory employers. These include those in the fields of Instrumentation and Programmable Controllers. Preregistration and prepayment for books and tuition (when applicable) by noon of the day prior to the class session is required for class attendance and CEU credit. Course registration forms are downloadable above or available from the JATC Training Center in Mount Vernon or any office of IBEW Local #191 (Bellingham, Everett, Wenatchee).

We also offer 5 different 8 hour Electrical Trainee Basic Classroom Training classes to meet the L&I requirement for 32 hours per 2 year license cycle of classroom training for electrical trainees (this requirement does not apply to registered apprentices) and will increase to 48 hours on July 1, 2013: Basic Electrical Theory I, Electrical Safe Work Practices & NFPA 70E, Introduction to Grounding & Bonding, NEC Codeology I, and RCW/WAC for Electricians . Electrical Trainee Basic Classroom Training classes are the only classes that count for trainee CEU credit. These classes will also count for 8 hours of Industry Related CEU credit for journeymen, but use a different registration form than our regular CEU classes. However, a class taken will not count towards both a trainee and journeyman license simultaneously. These forms, which also contain the class schedule, are available any IBEW 191 office or the JATC, or can be downloaded from the menu above. Non-member cost for these classes is $60.00 for an 8 hour class.

Our National Joint Apprenticeship and Training Committee, in conjunction with BlueVolt, offers online courses on many topics through NJATC online University, including electrical safety, NEC Update, and journeyman?s exam preparation, along with product specific training. BlueVolt also offers additional online CEU and product specific courses, in addition to those offered in conjunction with NJATC, including BICSI certified CEU training.

Correspondence courses on NEC and RCW/WAC update, motor control, transformers and other subjects are available from COXCO, a training company formed by Richard Cox, an IBEW #73 member and author of the often used reference Electricians Guide to Conduit Bending. Currently approved for WA, OR, AK, ID, MT with some ND. They also offer various reference books and conduit bending tools.
2011 National Electrical Code Update
8 hour CEU credit. Covers the changes in the 2011 NEC. Required for all WA license renewals. 2011 NEC Code Book $61.58, IAEI Analysis of Changes text $52.37.
Conductor Installations
4 hour CEU credit, no text. Overview of the requirements of NEC regarding the selection, installation and termination of conductors.
Conduit Bending
16 hour class (12 hours CEU credit), Required Reference Guide Text $14.96. Covers conduit bending procedures and methods, including layout and calculations, use of hand and power benders and advanced bending techniques.
Data & Communication Cabling For Electricians
8 hour class, no text. Designed for electricians with limited, or no, experience with data and communications cabling installation. Covers theory, materials and installation practices. Includes hands on cable termination exercises
Electrical Grounding
8 hours CEU credit. Covers the fundamentals of the grounding and bonding requirements of NEC Article 250. Based on 2008 NEC.
Introduction to Electric Vehicles
4 hours CEU, no text. This course will introduce Electric Vehicle Supply Equipment (EVSE) and its installation to the Electrician. Course reviews EVSE types & product lines as well as NEC, NFPA 70E, and OSHA code & standards for proper installation. This course is a prerequisite to the EVITP Certification course. * Note: This class is available only to IBEW members and signatory contractors.
Electric Vehicle Infrastructure Training Program (EVITP) Certification
20 hour class (12 hours CEU credit), no text. Prerequisite: Introduction to Electric Vehicles. EVITP was established to provide the Electric Vehicle Industry with a certification to ensure the highest level of verifiable knowledge and technical understanding to support the sound, safe and successful growth of the EV market. With completion of the course and passing of a written exam students will receive EVITP Certification (must be Electrical Journeyman or Administrator). The course will cover a broad scope of material from Electric Vehicle installation methods, codes and standards to customer relations. * Note: This class is available only to IBEW members and signatory contractors.
Introduction to Fiber Optics
8 hours CEU, Required text $28.93. Covers terminology, components, design types and uses, connectors and splices. An advanced class is planned for next year, for which this class is a prerequisite, which will allow students to acquire The Fiber Optic Association Certified Fiber Optic Technician certification upon passing the written examination. * Note: This class is available only to IBEW members and signatory contractors.
Fire Alarms
16 hour class (12 hour CEU credit), no text, Covers basic definitions and system types, installation practices and fire alarm codes and standards.
First Aid / CPR
6 hour class, 4 hours CEU credit. Red Cross or American Heart Association certification.
Fundamentals of Instrumentation
80 hour class (12 hours CEU credit), Covers instrumentation terms and symbols, parameters of industrial measurement and control, automated process control, control valves and valve maintenance, instrument installation and tubing, analytical instruments and configuration, calibration and documentation of instrument systems. Students will be expected to take the IBEW/UA EPRI Part A written exam upon completion of the course. Part B (hands on) preparatory class and exams will be held for those passing the Part A exam. Both Part A and Part B exams must be passed for full EPRI instrumentation technician certification. Introduction to Building Automation
16 hour class (12 hours CEU credit). No text.. Covers operation, signaling and functions of common sensors, actuators and other control devices used in building automation systems for commercial buildings. The market for these systems will be expanding with the push for energy conservation.

Introduction to Programmable Logic Controllers (PLCs)
16 hour class (12 hours CEU credit), no text. Covers the basics of programmable controller fundamentals and system installation, as well as the use of PC-based programming software. Requires familiarity with Microsoft Windows. A 4-hour evening class will be held prior to the PLC class for those who need MS Windows training. * Note: This class is available only to IBEW members and signatory contractors.
Intermediate PLCs
32 hour class (12 hours CEU credit), no text. Prerequisite: Introduction to PLCs. Covers PLC programming and wiring for process control, including analog signals, mathematic calculations, alarms, word and file manipulation instructions, troubleshooting software and hardware. * Note: This class is available only to IBEW members and signatory contractors.
Motor Controls
16 hour class, 12 CEU credit, no text. Covers the fundamentals of motor control, including concepts, diagrams and devices.
3M Medium Voltage Cable Splicing
16 hour class (no CEU), $150.00 tool and material charge (includes cable prep tools that student keeps), Training by 3M rep. enables, upon demonstrating competency, to be certified in 3M MV termination, splice, load break elbow and 600A T splice. The class is limited to 12 students and requires special application form. NFPA 70E - Electrical Safety Related Work Practices
8 hour CEU credit. No text. NFPA 70E can be purchased for $49.49. Covers the requirements for recognition of, and protection from, hazards associated with working on or near energized circuits. Includes an overview of NFPA 70E, Standards for Electrical Safety in the Workplace, which is now being required to be followed by many industrial customers.
On Q - Residential Automation
8 hour class, No Text. Covers application and installation of Legrand (parent company of Pass & Seymour) On Q home automation systems, with applications of sound, security, communications, video and lighting control for residential installation applications.
OSHA 10
No CEU credit. No text. Construction safety training. Required for referral to all area oil refineries and Intalco aluminum plant.
Overcurrent Protection
8 hour class (2-4 hour evening sessions), no text, but 2008 NEC (available for $50.07 and calculator must be brought to the class. Covers the application of NEC Article 240, along with theory, calculations and applications of overcurrent devices.
Rigging and Signaling
16 hour class (no CEU), Required Text and Workbook $73.67. Text is required to be purchased and studied at least 1 week prior to class in order to be able to pass written exam, after only 2 class days.
